Traffic update:

The street signs adjacent to Norquay Elementary School will be changed as per the action items noted in the STP, this spring and summer. School Travel Planning follows a process whereby the City and its partners work with the school community in year one (2013-2014 school year) to develop plan, implement high priority action items in year two where feasible (we are here) and measure results in year three or four.
-
The proposed upgrade of the special crosswalk on Slocan Street at Norquay Street to a pedestrian signal is noted as an action in the plan for the purpose of planning and prioritizing. The reality is the City constructs very few pedestrian signals per year given a warrant must be met and the resources made available. The warrant sets a minimum threshold for pedestrian demand and safety which in turn justifies the expenditure. A new pedestrian signal costs approximately $250,000 and is currently not a priority for the city based on the warrant at this location.
-
Bike racks are the purvey of the school district. I have copied our partners as notification of this request.
-
In closing, I would re-affirm that while some of the action items noted in the plan may not be immediately doable (i.e. the pedestrian signal) – it is nevertheless very important that they are documented for the purpose of planning and prioritizing. As communities change/evolve experience dictates that opportunities readily present themselves and where there has been a process undertaken involving local stakeholders there is justification for taking advantage of those opportunities and making those improvements.
